WEEK 2: GOVERNANCE THAT WORKS THROUGH #774STRUCTURE

[PREVIOUSLY ON #774STRUCTURE]
Last week, in Week 1 – Building The Bench: Not Waiting 70 Years for a Messiah, we made a vow: We will stop waiting.
We said Nigeria’s problem is not lack of good people, it is lack of a pipeline. So we launched #774Structure to build that pipeline — 774 LGAs, 774 leaders, 774 solutions.
Thousands of you responded. You asked one question: “DG, when we build this bench, what will this bench DO differently?”
This week is the answer.
HERO: FROM BENCH TO GOVERNANCE
Building the bench is not the end. Governance that works is the end.
What is governance that works? It is not grammar in Abuja. It is what Nigerians actually debated at their dinner table this week:
– Subsidy: Where did the money go?
– Food Prices: Why is garri now gold?
– Security: Can I sleep with two eyes closed?
– Inclusion: What about the Disability Act we signed in 2019?
Last week we built the STRUCTURE. This week we show how that STRUCTURE makes governance real.
After the race, we count our miles. How have we governed?
THE PROBLEM: GOVERNANCE FROM ABUJA
Week 1 diagnosed the Messiah Syndrome. Week 2 diagnoses its twin brother: Abuja Governance.
We announce subsidy removal in Abuja, but palliative fails in Zurmi LGA. We announce food security in Abuja, but fertilizer never reaches Otobi LGA. We announce security reforms in Abuja, but bandits still tax farmers in Birnin Gwari LGA.
A policy without #774Structure is just a press statement.
That is why Nigerians feel betrayed. The issue is not just the policy. It is the absence of a delivery system to your LGA. #774Structure is that delivery system.
THE SOLUTION: #774STRUCTURE MAKES IT REAL
If Week 1 was about WHO, Week 2 is about HOW. This is how the bench we are building will govern differently:
Our 4 Pillars — Now With Governance Teeth:
1. #774Civic Academies [We Trained Them] → #774LGA Dashboard [You Will See Them]
We trained 774 leaders. Now we demand accountability. Every LGA must have a live public dashboard: How much did we save from subsidy? How much came to MY LGA? What school, PHC, road did it build? If you cannot show it in my LGA, you did not save it.
2. #774Party Internship [We Deployed Them] → #774Food Hubs [They Will Feed Us]
Food is not grown in the Villa. It is grown in 774 LGAs. Our interns will not just run for office, they will manage One Warehousing & Mechanization Hub per LGA, linked to women and youth cooperatives. Cutting off the middleman who eats 300% profit.
3. #774Minimum Standards [We Filtered Them] → #774Security Trust Fund [They Will Secure Us]
You passed our ethics test? Good. Now sit with traditional rulers, women leaders, youth and PWD leaders to manage a LGA Security Trust Fund. Because security is local. Intelligence is local. Governance is local.
4. From Inclusion Talk → Inclusion Audit
In Week 1 we said 5% for PWDs. In Week 2 we enforce it. The Disability Act was signed in 2019. How many LGAs have domesticated it? Our #774Bench will conduct an Inclusion Audit in every LGA: Does your secretariat have a ramp? Does your budget have a line for PWDs? Inclusion is not charity, it is governance.[PWDs]
THIS IS THE CONNECTION:
Week 1: Stop waiting for a Messiah. Become the structure.
Week 2: Stop governing from Abuja. Govern through the structure.
Last week we recruited the leader. This week we give the leader a JOB DESCRIPTION written by Nigerians themselves.
