774 STRUCTURE (Part 4): Financing The Bench – How We Fund 774 Civic Academies Without Government Money

Dear Nigerians,
As we continue the series on the:
774 STRUCTURE (Part 4): Financing The Bench – How We Fund 774 Civic Academies Without Government Money
Slug: 774-structure-part-4-financing-the-bench
In Part 3, we answered WHO must build Nigeria to 70. This week, we answer HOW we fund them without selling our soul.
For 25 years, ALO has watched good ideas die at the budget table. We launch with applause in Abuja, then we wait for a Ministry, a Governor, or a Donor. When it doesn’t come, we blame the system we were meant to fix.

This time, we break the cycle.

The First Law of Structure: If you depend on government to fund your structure, government will own your structure. A Civic Academy funded by the LGA Chairman cannot train young people to audit the LGA Chairman.

So we will not use government money. We will use people’s money and enterprise.

I call it the Four Pillars of Independent Structure:

PILLAR 1: The 1,000 Naira Structure Levy – Ownership, Not Donation
774 LGAs x 100 committed members x N1,000 monthly = N77.4 Million monthly. N928 Million annually. Without one politician. When people pay, they pay attention. This is how you move from crowd to comrades.

PILLAR 2: Adopt-An-LGA – Legacy Over Logo
Every LGA has a son or daughter who made it in Lagos, Port Harcourt, London, or Houston. We will not ask them for charity. We will ask them to adopt their LGA Academy for 12 months – N2M to equip a hall, print manuals, and fund 50 interns. In return, their name on the Wall of Builders in their LGA Secretariat. Corporate Nigeria spends billions on Lagos billboards. We offer them 774 communities where trust is still currency.

PILLAR 3: The Skills-to-Wealth Loop – The Academy That Pays For Itself
Our Academy will not just teach governance. It will produce value.
In Aba, it will produce export-ready garment business plans.
In Argungu, it will produce dry-season farming co-operatives.
In Otukpo, it will produce Benue yam value-chain enterprises.
30% of net revenue from Academy-led community enterprises returns to sustain the Academy. We train, we produce, we earn, we sustain. That is economics, not aid.

PILLAR 4: The ALO Legacy Fund & Diaspora
ALO was conceived in 1976 in our university days in the US. Our diaspora is our endowment. We are activating the ALO Legacy Fund – $10 monthly from 10,000 Africans who believe, as we do, that Africa is our Holy Land. That is $1.2 Million annually for structure, not seminars.

Your Inclusion Audit becomes a Funding Audit this week:
If Federal Allocation stopped today, would your ward structure survive till next month?
If the answer is No, you don’t have a structure. You have a dependence.
Next Week – Finale (Part 5): From Structure to Power – How 774 Becomes One Winning Machine.
### 774 STRUCTURE (Part 5 – FINALE): From Structure to Power – How 774 Becomes One

Slug: 774-structure-finale-from-structure-to-power
Elections are not won on Twitter. They are won in 774 spreadsheets, 774 registers, and 8,812 wards.
We have come full circle.

Part 1: We built the bench – because Nigeria’s problem was never lack of talent, but lack of a bench.
Part 2: We defined Governance That Works – governance you can see in your LGA, not hear on the news.
Part 3: We settled WHO builds – 50% Youth, 30% Women, 5% PWDs. Not tokenism. Winning formula.
Part 4: We secured HOW we fund it – independently, without government capture.

Today, the finale: SO WHAT?

Every organization has a national secretariat in Abuja. Very few have a functional register in Anka LGA, in Ogoja, in Patigi. That is why we have national campaigns that cannot produce polling unit agents on election day.

ALO’s doctrine is different: We are not building a party to win an election. We are building a country that can finally run itself.

Here is the Structure-to-Power roadmap to Nigeria @70 (2030):

1. The LGA Intelligence System
By 2027, each of our 774 Coordinators will submit a Monthly LGA Governance Report: What was budgeted? What was released? What was abandoned? What school has no teacher? With 774 reports, ALO will hold the most credible, citizen-sourced governance database in Nigeria. We will no longer govern by rumour from Abuja.

2. The Ward-to-Council Pipeline
When a seat opens – Councilor, Supervisory Councilor, House of Assembly – we will not import candidates from Abuja. We will draw from our bench of young people who have served 12 months in our Civic Academy, who have a file, a community project, and a record. We will replace godfatherism with a track record.

3. The 70th Anniversary Gift
At 70, what will ALO give Nigeria? Not another Abuja conference. But 774 functional Civic Academies where a 23-year-old woman in my LGA in Abuja Municipal, or a young man in Monguno, can learn budgeting, public speaking, and FOI requests without knowing anyone in Government House.

That is how we move from celebrating Independence Day to experiencing independence in your LGA.

This is my charge as DG, ALO:

For 25 years, ALO has stood for good and result-oriented governance. As we honour our founding fathers and our Board of Trustees, including Sir Iky Nwaneri and Commander David Aboh who reminded us of the vision this week, we now move from advocacy to architecture.

We have built enough gatherings. We have built structure.

The work now leaves my desk and enters your LGA.

Find your LGA. Fund your LGA. Own your LGA.
