Elections are not won on TV. They are won and lost in 176,846 small rooms across Nigeria.

In my last piece, “The BVAS Question Nobody Is Asking”, we exposed the real vulnerability in 2027: not the machine, but the human gap around it. BVAS can transmit, but who is watching the transmission? Who is documenting the override? Who is ensuring the result sheet leaving the PU matches what hits the IReV?

That is the question nobody is asking.

Here is ALO’s answer: The 774 Structure.

THE CORE IDEA
1 trained, equipped, and welfare-protected ALO Citizen Agent in every one of Nigeria’s 176,846 Polling Units.
774 LGAs. 8,812 Wards. 176,846 PUs. One person on ground who cannot be intimidated, induced, or replaced on election day.

We are not creating another political structure. We are creating a civic defense grid.

WHY THIS SAVES 2027
BVAS failed in 2023 not because the tech didn’t work. It failed because there was no independent witness with capacity at every point of failure.
1. Recruitment Day: Who stops multiple voting if no one is counting?
2. Accreditation: Who verifies BVAS is working before voting starts?

– Criteria: Resident of the Ward for min. 2 years. Minimum SSCE. Smartphone literate. No party executive position in last 4 years. Vetted by 2 traditional/community leaders + 1 CSO.
– Process: Open portal + LGA screening centers. 774 LGA Coordinators will shortlist 3 per PU. Final selection by ballot of Ward stakeholders to remove bias.
– Target: Complete recruitment by Q1 2027. This gives us 12 months to train.

2. TRAINING: “Observe, Document, Transmit, Defend”
This is not rally training. This is election forensics training.
– Module 1: The Law – Electoral Act 2022, INEC Guidelines, Offences and citizen rights.
– Module 2: BVAS & IReV Tech – How to test BVAS, what to do during failure, how to photograph EC8A, how to verify uploads.
– Module 3: Incident Reporting – Use of the ALO Election Command App. Time-stamped photo, video, audio evidence that goes straight to ALO Situation Room + Legal Team.
– Module 4: Safety & De-escalation – How to observe without confrontation. How to call the hotline. How to protect yourself and the materials.
– Delivery: 3-day physical training per LGA + monthly virtual refresher. Certification is mandatory to be deployed.

3. WELFARE: “You Cannot Guard Democracy on an Empty Stomach”
Agents will be exposed. They must be protected.
– Kitting: ALO ID, Reflective Vest, Power Bank, Incident Forms.
– Stipend: Transparent hazard allowance paid 48hrs before and after election. No cash on election day.
– Insurance: Group Personal Accident Insurance covering injury during election duty.
