1. Countries that won: Used IMF programs to enforce their own reform agenda. Tightened fiscal discipline. Invested in production.
2. Countries that lost: Took the loan to pay salaries and service old debt. No structural transformation. No plan for after.
A loan is a tool. What you build with it is up to us.
