BUILDING THE BENCH THROUGH #774STRUCTURE*
Theme: “Not Waiting 70 Years for a Messiah”

Dear Compatriots, Partners, and Citizens,

Campaign season is upon us. The flags are out. The posters are up. But I ask us again: What exactly are we campaigning about?

If we repeat the same cycle — personalities over principles, slogans over systems — then 2027 will look like 2023.

At ALO, we believe the work of democracy does not start at the ballot. It starts in the classroom, in the ward meeting, in the party secretariat, and in our homes.
And it starts with structure.

Which is why this week, we are launching the first in our 5-week series with a hard conversation: LEADERSHIP PIPELINE — DELIVERED THROUGH #774STRUCTURE.

1. THE REALITY: THE LEADERSHIP VACUUM
1. The Messiah Mentality: We cannot continue to place the burden of 200 million Nigerians on one office and expect transformation.
2. No Training Ground: Our private sector has internships, NYSC, and management trainee programs. Our political space has “godfathers” and “moneybags.” That is not a pipeline.
3. The Demographic Disconnect: Nigeria has the youngest population in the world. Average age: 18. The average age in the Senate: 55+. Where is the bridge?

When we fail to nurture leaders across ALL parties, we recycle names and inherit the same governance gaps.

2. THE ALO SOLUTION: #774STRUCTURE AS THE LEADERSHIP PIPELINE
#774Structure is ALO’s commitment to build capacity in all 774 LGAs of Nigeria. It is how we move from conversation to action.

As an organization committed to accountable leadership, ALO will deliver the pipeline through 3 systems under #774Structure:

1. #774Civic Academies
Non-partisan, free, and accessible training in every LGA on governance, budgeting, policy, and public communication.
Reference: Our Nigeria House of Commons ran 13 episodes to demystify governance. TAF Africa is training PWD candidates. #774Structure will scale this to the grassroots.

2. #774Minimum Standards Framework
We will advocate for basic, non-negotiable standards for aspirants: financial literacy, mandatory town halls, costed manifestos, and a disability inclusion plan. This is not to exclude. It is to prepare.

3. #774Party Internship & Mentorship
Working with parties, we will push for a 6-month leadership school in each state chapter: 50% youth, 30% women, 5% PWDs. Graduation tied to a community project. Parties must become factories of leaders.

3. THE CHARGE TO THE NATION THROUGH #774STRUCTURE
To the 25-year-old in any of the 774 LGAs: Stop waiting. Pick your ward. Pick an issue. Food prices. Security. Disability access. Run for Exco. Volunteer. Hold your LG Chairman to account. #774Structure will provide the training.

To the 45-year-old: Mentor three people in your LGA. Open your doors. Transfer your knowledge.

The question before us is simple: If we don’t build the structure now, who will lead those looking up to us in 2027?

ALO WEEKLY ENGAGEMENT TOOLKIT – #774STRUCTURE EDITION
1. National Debate Motion:
“Political parties should be mandated by law to run accredited leadership training in all 774 LGAs before fielding candidates.”

2. Citizen Prompt:
Name one young person in your LGA who should be mentored for leadership. Tag them. #BuildTheBench #774Structure

3. Action Call:
This week, visit your LGA Secretariat. Ask: “What is your leadership development plan under #774Structure?”

4. Youth Challenge:
Stop waiting. Declare the office you will run for, volunteer for, or hold accountable this cycle. Join #774Structure.

This is Week 1 of 5. Next week we move to GOVERNANCE THAT WORKS: The Issues Nigerians Actually Debated — Through #774Structure.

ALO remains committed to moving conversations from noise to nation-building. Campaign season must be about ideas, inclusion, and infrastructure for the next generation.

Osun was the test.
Now we are in full campaign mode.

Banners are up. Rallies are starting. WhatsApp is hot.
But here’s the truth: An election without issues is just a popularity contest with money.

Nigeria cannot afford another 4 years of slogans.
This season must be different.

WHAT WE EXPECT FROM ALL STAKEHOLDERS*
“THE RULES OF ENGAGEMENT”

1. POLITICAL PARTIES: Sell policies, not poverty. Tell us your plan for power, health, jobs, and security. Not just your opponent’s sins.
2. CANDIDATES: Come with a manifesto we can measure. If you can’t explain it in 3 minutes, it’s not a plan.
3. THE MEDIA: Ask hard questions. Fact-check claims. Give equal airtime to ideas, not just insults.
4. CSOs & ALO: Track promises. Document rallies. Hold debates. Make sure citizens have data.
5. THE PEOPLE: Demand more. Don’t clap for drama. Ask: “How will you fix this?”

Democracy is a contract. Campaign season is when we negotiate the terms.

HOW TO MAKE IT ISSUE-BASED*
“FROM INSULTS TO INSTITUTIONS”

An issue-based campaign looks like this:
1. Economy: “Here’s how I’ll create 2 million jobs in 4 years” not “They wasted money”
2. Security: “Here’s my 4-point plan for our farms and roads” not “They are incompetent”
3. Education/Health: “Here’s my budget priority” not “They don’t care about you”
4. Governance: “Here’s how I’ll cut cost of governance” not just “Vote me, I’m younger”

Let’s debate data, not names.
Let’s campaign on solutions, not sentiment.

THE SUBTLE DANGER WE MUST AVOID
“THE 3 TRAPS OF CAMPAIGN SEASON”

1. The Money Trap: When money replaces message. Don’t sell your vote for rice.
2. The Tribal Trap: When identity replaces ideology. Nigeria is bigger than one group.
3. The Noise Trap: When insults replace issues. Don’t let TikTok dance drown out the manifesto.

Osun taught us: Where citizens are organized, conscience wins.

SATURDAY HAPPENED
“Osun Off-Cycle Election: The Report Card”

Osun was a laboratory. And the data is in.

We watched 3 things:
1. INEC: BVAS worked in 80%+ of PUs. Transmission improved. Logistics still a challenge in riverine areas.
2. THE VOTES: They counted. Early results matched PU results. That builds trust.
3. THE PEOPLE: Despite pressure, they showed up.

The institutions worked. The people worked.

THE MONEY QUESTION – ANSWERED
“THEY OFFERED MONEY. SOME COLLECTED. BUT CONSCIENCE WON.”

Let’s be honest: Money was offered in Osun.
In some Polling Units, money was collected. Food, cash, “empowerment” – we documented it.

But here’s what mattered:
In many PUs, people collected and still voted their conscience.
Where Citizens were organized and watching, money failed.
Where there was apathy, money spoke louder.

Osun proved it: Money is a factor, but it is not destiny.
When people understand their power, no amount can buy their future.

HOW ALO UNDERSTUDIED INEC
“FROM OBSERVERS TO EVIDENCE”

ALO deployed Citizen Observers across Osun.

Our report:
1. Tracked: Accreditation was faster. BVAS failures dropped vs previous elections.
2. Documented: Vote buying occurred, but voters in organized communities resisted it at the ballot.
3. Reported: Real-time data from PUs helped kill fake news and rumor.

We are not INEC. We are the people.
And verification by the people is how we protect democracy.

Osun taught us 3 things:
1. Institutions can work when we all watch them.

3. Structure beats strategy. Ad-hoc will always lose to structure.

That is why we must scale. Now.

Money can knock. But it cannot enter if the door of conscience is locked.

ALO’s Citizen Observers were there. We tracked, we documented, we reported.

The Takeaway: Structure defeats money. Organization defeats apathy. Conscience defeats both.

CITIZEN OBSERVER REPORT – FINAL UPDATE

ALO Citizen Observer Preliminary Report

Based on ALO Citizen Observers deployed across Osun State, here are our findings:

1. Accreditation & BVAS: Worked with delays in some PUs. BVAS functioned in majority of Polling Units visited.
2. Vote Buying: Observed but minimal. Documented in select LGAs, mostly late evening. Did not determine the overall outcome.
3. Logistics: Mixed. Early arrival in Osogbo, Ede, Ife Central. Late arrival in some rural areas.
4. Security: Largely Peaceful. Visible presence and professionalism noted across most PUs.

ELECTION RESULT TREND:
Based on collated results from all 30 LGAs published by media and observers:
Ademola Adeleke of the Accord Party is leading the 2026 Osun Gubernatorial Election.

We await the final official declaration by INEC and the Returning Officer.

I commend INEC for the level of transparency and for deploying BVAS to the last mile.
I commend our Security Operatives for their professionalism and for maintaining peace.

The test results are in: Our institutions can work when we all do our part.

CITIZEN OBSERVER REPORT

ALO Citizen Observer Preliminary Report

Based on ALO Citizen Observers deployed across Osun State, here are our preliminary findings:

1. Accreditation & BVAS: Worked with delays in some PUs. BVAS functioned in majority of Polling Units visited. Late arrival of materials and personnel reported in several LGAs.
2. Vote Buying: Observed and Minimal but present. Cases documented in select LGAs, mostly around late evening. Not widespread enough to determine outcome, but the practice persists.
3. Logistics: Mixed. Early arrival recorded in urban centres like Osogbo, Ede, and Ife Central. Late arrival and relocation of PUs reported in some rural areas.
4. Security: Largely Peaceful. No major incidents of violence recorded. Security presence was visible across most PUs.

ELECTION TREND:
As of early Sunday 4AM WAT, collation is ongoing.
Independent data from ∼95-96% of the 3,763 PUs show the incumbent, Ademola Adeleke of the Accord Party, leading with approx. 51-52% of valid votes.
Bola Oyebamiji of the APC follows with approx. 43-45%.
Final official declaration is still being awaited from INEC.

“Osun has voted. Now INEC and Nigerians must listen.
The test results are in. BVAS worked, but logistics and vote buying remain concerns.
